Powers and Function
(A) Formulating programs for economic development and social justice.
(B) Implement the assigned programs of economic development and social justice, including the sources of 29 cases of the 11th Schedule.
Finance
(A) may authorize the Panchayat to appropriate, levy and collect octroi.
(B) The taxes, octroi and fees collected and leviod by the State Government may be handed over to the Panchayats.
(C) Provides for grant-in-aid to Panchayats from the Consolidated Fund of the State.
(D) Will violate the formation of funds in which all funds given to Panchayats will be deposited.

1. Agriculture
2. Land Development, Land Reforms, Land Conservation.
3. Development of minor irrigation, water management, water harvesting.
